Candidates design and implement program evaluations to determine the overall effectiveness of professional learning on deepening teacher content knowledge, improving teacher pedagogical skills and/or increasing student learning. (PSC 5.3/ISTE 4c)
Artifact: GAPSS and Current Reality
Reflection: This artifact "GAPSS Review/Current Reality" was created for ITEC 7460 Professional Learning and Innovation. This artifact required me to both evaluate and assess the overall effectiveness of my school's GAPSS requirements. In order to perform the review and current school vision, needs assessment, evaluated professional learning, school improvement goals, district technology plan, funding, professional development incentives, collaboration, school strategic learning plan and district initiatives were evaluated. To complete this artifact I also conducted an interview with my school principal, to gain insight into the inner works of the school.
This artifact addressed mastery of several of the standards of Program Evaluation under the standard of Professional Learning & Program Evaluation. My GAPSS Review/Current Reality required me to design an implement a program evaluation to determine the effectiveness of its professional development. I evaluated the current professional development plan and its alignment with the schools vision and strategic learning plan. I evaluated teacher professional development and the collaboration with district initiatives to drive teaching and learning. The evaluation along with the conversation with the principal revealed the many aspects of professional development including funding, school vision and time constraints. These factors weighted heavily on school improvement plan/strategic improvement plan and guides professional development decisions.
This artifact has taught me a lot about what is required to determine the overall effectiveness of professional learning on deepening teacher content knowledge, improving teacher pedagogy and increasing student learning. If I were to complete this artifact again, I would have spent more time determining the funding issues associated with each recommendation. After completing this artifact and talking with the administrative staff, it became apparent that best ideas are often challenged by funding. Funding considerations often damper even the best recommendations for improvement.
This artifact will greatly impact my both my school improvement and professional development. This artifact has helped me better understand how school improvement goals are tied to the vision and strategic plan. This knowledge had aided me in determining and recommending future professional development initiatives that are tied to both the vision and strategic plan, while also being realistic with funding issues. The impact of this artifact can be assessed in improved professional development programs that are aligned with the schools vision and strategic plan.
